Strategy And Outputs

Strategic Objective

The LGTG’s strategic objective is stated in the key performance area of Learning and Development within the Staff Commission’s Corporate Plan for 2008-09 to 2009-10.  It is:

“To enhance knowledge and skills and to build capacity through the Local Government Training Group as the preferred source of advice and support for learning and development”

Output Areas

The following output areas were identified for the LGTG in the Commission’s Corporate Plan:

  • Reviewing and developing the strategy and business plan
  • Matching learning and development opportunities to identified needs
  • Ensuring continuous improvement and value for money through evaluation of courses and programmes
  • Maintaining beneficial relationships with partner organisations and other bodies
  • Promoting secondment arrangements for personal development.

These output areas must be viewed in the context of local government working in a transition period which will see the current 26 district councils reduced to 11 new councils in May 2011. 

In the transition period, much of the LGTG’s activities will be influenced by the recommendations of the Capacity Building Working Group which was established in September 2008.  This Working Group reports to one of the Policy Development Panels established by the Strategic Leadership Board which is the lead body for implementing the local government reform and modernisation agenda.
