Strategy And Outputs

Strategic Objectives

The LGTG’s strategic objectives stated in the key performance area of Talent and Development within the Staff Commission’s Corporate and Business Plan 2011 - 2014 are as follows:

"To support the development of a flexible workforce, with enhanced knowledge and skills and to build capacity in the sector to deliver strong, dynamic local government"

“To ensure that local government sustains flexible, ‘fit for purpose’ organisations, which can respond to change and meet customer needs in an atmosphere of continuous improvement”

Output Areas

The following output areas were identified for the LGTG in the Commission’s Corporate Plan:

  • Restructure the LGTG and review the effectiveness of the new structure, in the context of the reform and modernisation of local government and ensure that the LGTG’s strategy and business plans reflect the changing needs of councils
  • Match the provision of learning and development opportunities to identified needs arising from the ICE programmes and local government reform
  • Make provision for a program of appropriate short courses to be made available to elected members on a pilot basis
  • Initiate and facilitate discussion on the longer term modernisation of HR and workforce strategies, policies and practices for councils identified in the People/OD Strategy, including:Talent Management Strategies / Learning & Development / Organisation improvement initiatives
  • Maintain strategic partnering arrangements with SOLACE, PPMA, NILGA, trade unions and professional groups within local government
  • Promote a programme of development opportunities for senior officers in partnership with SOLACE NI
  • Research and promote Organisational Development (OD) tools and techniques in local government, particularly to support preparations for local government reform and/or the ICE programme Implementation
  • Assist councils with the staffing implications of organisation design, development and change, particularly in the context of local government reform implementation and the pressures of the current economic climate
  • Provide a secretariat service to PPMA NI
