LOCAL GOVERNMENT TRAINING GROUP

The Local Government Training Group was established in 1993 and is responsible to the Staff Commission. Its role is to identify and address training and development needs in order to support the 26 councils in the achievement of their organisational objectives. There are 16 members on the Training Group, representing major stakeholders, as follows:

Society of Local Authority Chief Executives (SOLACE) 3
Belfast City Council 1
Employers' Side of Joint Council 1
Trade Union Side of Joint Council 2
NI Local Government Association 1
National Association of Councillors 1
Training Liaison Officers 5
Local Government Staff Commission 2

The Training Group meets five times a year, under the chairmanship of one of the SOLACE representatives who serves a two-year term. The current chairman is Norman Dunn, Chief Executive of Newtownabbey Borough Council.

In 1994 the Training Group was designated as a Specified Body, which enables it to have its expenditure defrayed by the Department of the Environment through deductions from the general grant payable to the councils. Each council thereby makes a financial contribution to the Training Group in proportion to the net rateable value of its district. The total contribution for the 2005-06 financial year is £195,000.
