OPERATIONAL STRUCTURES
The delivery of the Training Group's strategic objectives will be supported by the following operational structures:
Local Government Training Group
The Training Group will comprise stakeholder representatives nominated respectively by SOLACE; the Staff Commission; the Training Liaison Officer regional groups; NILGA: the National Association of Councillors; the Employers' Side of the NIJC; Belfast City Council; and the trade unions. The Group will be chaired by one of the SOLACE representatives.
The Training Group will be supported by two standing sub-groups and by ad hoc working groups. Their respective responsibilities will be as follows:
Administration and Commissioning Sub-Group
- Oversee all aspects of administration, including IT provision

Assess training needs through active engagement with Training Liaison Officers, professional groups, SOLACE and other local government bodies, as appropriate

Support and monitor the effectiveness of the regional Training Liaison Officer groups
- Establish and maintain a database of training providers and consultants
- Agree the content of regular schedules of courses and programmes
- Recommend courses and programmes to be run on a pilot basis.
Strategy and Evaluation Sub-Group

Arrange an annual conference for the purposes of reviewing and evaluating the output of the Training Group and identifying strategic learning and development priorities

Assess annual budgetary requirements and allocations to key operational themes and strategic priorities

Evaluate the effectiveness of trainers, courses and programmes

Assess the outcomes of development programmes in respect of individuals, services, councils and the local government sector

Maintain strategic relationships with external bodies, including the UK Local Government Strategic Skills Partnership, the Interchange Partner Group and the HR Cross-Border Forum; work in co-operation with other bodies as appropriate.
- Monitor the effectiveness of communications with stakeholders
- Prepare an Annual Report on the work of the Training Group.
Ad hoc Working Groups
- Undertake and oversee specific research and other projects.
- Oversee the piloting of training courses and programmes.
