STRATEGIC PRIORITIES
The following have been identified as the Training Group's strategic priorities for 2005-09:
Leadership and Management Development
The Training Group will promote and enhance the approach to leadership and management development in councils by:

Supporting the development of relevant competency frameworks

Identifying and sharing best practice

Developing, promoting and delivering programmes for managers and elected members

Evaluating the impact of programmes and ensuring that the results are incorporated into future programmes and courses.
Women's Development
Women's Development will be supported by the Training Group by:

Carrying out research into the inhibitors to women fulfilling their roles in local government, as employees or elected members

Identifying, promoting and supporting appropriate development programmes.
In-house Expertise in Training and Development
The Training Group will support the development of in-house expertise in training and development in councils by:
Competency Models
The Training Group will promote the development of competency models by:

Identifying and sharing examples of good practice

Carrying out research to define employee and elected member competencies

Ensuring that programmes and short courses reflect the competency models.
Change Management
The Training Group will support councils in the management of change through:
Alternatives to Training Programmes
The Training Group will identify, evaluate and promote alternatives to training programmes in order to increase efficiency and effectiveness in provision and to take account of individual learning styles and organisational needs.
