The Commission aims to provide quality services in an effective and efficient manner in all areas of its operation, consistent with the economic use of resources and the needs of its clients.
Clients
The Commission’s main clients are Northern Ireland’s 26 councils and the Northern Ireland Housing Executive. The Department of the Environment is also an important client with respect to the Commission’s statutory duties. As a statutory body whose main purpose is “exercising general oversight of matters connected with the recruitment, training and terms of conditions of employment of officers” the Commission has a general duty to the public at large to secure fair and equal treatment of those seeking employment as officers of councils and the Northern Ireland Housing Executive and those so employed.
Service Provision
To enable service aims to be satisfied, the related management objectives are to:
- Develop in consultation with clients, suitable programmes of work that relate directly to its statutory responsibilities and key output areas;
- Provide a high level of professional advice and support to clients and to do so in a timely, efficient and cost-effective manner;
- Continuously review services and service standards and to improve the delivery of services; and
- In accordance with local government accounting practice and such other accounting guidance as may from time to time be issued by the Department of Finance and Personnel, maintain the highest standards of propriety and accountability in the management of the Commission’s finances.
