• Northern Ireland Joint Council for Local Government Services (NIJC) Providing an Independent Joint Secretariat service (including research and professional advice) to the NIJC, the negotiating machinery for council staff.
• Advice and Support on Employee Relations Policies and Procedures Providing an employee relations advice and support service on issues such as the implementation of the Single Status Agreement, disciplinary and grievance issues, redundancy etc.
• Organisation Development Providing advice on managing change, organisation reviews, the development of organisation structures, staffing levels and other organisation development issues.
• Best Value Assisting the councils to implement and develop systems and processes for the delivery of Best Value services in a climate of continuous improvement.
• Employee Conduct Formulating the model Code of Conduct for Local Government Employees and providing advice to councils on its implementation.
• Managing Attendance Developing a model Scheme for the Management of Attendance for the councils and providing advice to the councils in its implementation.
• Investigations Providing independent investigatory facilities to councils in relation to complaints against senior officers or where independent resourcing of investigations is required.
