Local Government Training Group

The Local Government Training Group (LGTG) is responsible to the Local Government Staff Commission for Northern Ireland and carries out the Commission’s statutory function of

Promoting or assisting the development of, or providing, facilities for the training of officers.” (Para 40 (4) (e) of Local Government Act (NI) 1972).

Established in 1993 to assist the district councils in Northern Ireland to identify and address training and development needs. While each council is responsible for training and developing its own employees, the LGTG acts on behalf of the local government sector as a whole to add value in the learning process for individuals and organisations.

LGTG is funded by the district councils who make an annual financial contribution in proportion to the net rateable value of their districts. The total contribution for the 2015-16 financial year is £300,000.

  • The LGTG Prospectus for 2016-17 provides an overview of the work of the LGTG in enhancing the knowledge and skills and building capacity in Local Government.
  • Its Accounting Officer is the Chief Executive of the Local Government Staff Commission. The LGTG have published a document on its Governance, Accounting, Audit and Performance Arrangements.
  • Membership of the LGTG is drawn from key stakeholders.
  • It meets five times each year under the chairmanship SOLACE, the current Chair is Stephen Reid, Chief Executive, Ards and North Down Borough Council
  • The LGTG Strategy is detailed in the LGSC Strategic and Business Plan.
  • It is supported by a Practitioners’ Group comprising a representative from each council and an Elected Member Development Steering Group comprising representatives from NILGA and NAC.
  • The LGTG Open Course Programme is published three times a year and bookings are made by council Training Liaison Officers using the automated online booking system..
