The Commission provides independent secretariat for regional Industrial Relations.

On 31 March 2015 the Commission Chairman received a request from the Minister, Mark H Durkan, MLA, to take the necessary steps to dissolve the Local Government Reform Joint Forum (LGRJF) and the Commission agreed to the request at its meeting of 21 April.

The Commission made provision for an Interim Negotiating Forum - see proposed Terms of Reference.

The Commission has also issued proposals for future IR Framework which would subsume the work of the NIJC and LGRJF and these are currently the subject of facilitated bargaining being carried out by the Labour Relations Agency.

The Northern Ireland Joint Council for Local Government Services (NIJC) was the negotiating body for all staff in councils in Northern Ireland (except Chief Executives). It was a 'provincial' council of the National Joint Council for Local Government Services (NJC) - the national joint body of employers and unions that negotiates collective agreements on pay and conditions for all employees of local authorities in England, Wales and Northern Ireland.
